How can I convert a PAL tape (VHS/VCR) into a NTSC or PAL DVD?
A friend sent me a PAL VHS tape from England and I have a NTSC VCR... I only can see disturbed image (that`s because my VCR is NTSC) but I want to back up that tape in my DVD Recorder...

You can't. Here in the UK we can see NTSC tapes in most VCRs and TVs but it's more difficult for you guys in NTSC land. You really need to pay a business that does Video Standards Conversion or ask somebody who has some clever software from companies like Canopus. Bad conversion is really bad, but very good standards conversion is expensive and potentially complex.
